Perhaps you didn't have enough shelters built to support that population. Then again, if that was the case, the game would not have allowed them to be conceived.

musicimprovedme is correct. When a mother nursing twins, the population will only go up by one when she conceives. Then when the mother releases the twins, the population will go up by one again. If you don't have enough housing, the other twin will simply disappear.

Actually, Warren, that little glitch has been fixed. Multiples are now correctly added immediately to the population count.

That also explains why the count was 30 both before and after the twins were weaned: they had already been counted as part of the village population.

CORRECTION: Yes they were there; too many kids to count... the twins are identical girls in pink dresses and blonde hair. Funny I didn't see them before!!!
