Your builders like to keep the huts in tiptop shape. So they will venture off from time to time to perform some maintenance issues they see. In the early stages of the game, it can take a lot of tires to get a baby. I've had some stubborn "breeders" in the past. I had one couple that took 20+ trips to the hut before it was successful. So you just need to keep trying.
