This step of the quest begins when Felix says: "What's this? A small trap door has opened in the middle of the carousel... There's a note... I'd say this is meant for you. It says: When the moon doth shine, in a circle of stones, search there below, and a gift you will find!"

You'll have to have the Stone Circle project completely finished, and it must be night in the game. You'll also have to have seen that text from Felix - if you haven't done the quest up to this point, nothing will happen.

If all of those conditions are met, you'll see a dig spot inside the circle. Dig it up. This is the current end of the quest line.
