I have a new mayor for three days now... No one has approached to be a bestie. Is there always supposed to be one? In the past, it has always happened pretty quickly without anything on my part to trigger it.

Missing my gifts

One of the changes in the latest release was that the incoming mayor's relationships with the townsfolk are reset to zero. In essence, you have to build up new friendships before reaching bestie status, rather than just inherit the old mayor's work.
