Is it even possible to train builders after every project is completed? I'm playing The Secret City again, and I'm trying with 4 villagers who started out with something in their builder bar. The oldest is over 50 now and still at trained. I can't get the youngest to even that level. I never see it say "your villager has improved" (or words to that effect), and they always wander away to do something else. The Jack of All Trades award can't be reached if builder can't be advanced to Master.
