If your trying to train males in parenting, or older females, there's a trick.

Make sure your population is not full, pause the game, and keep putting one on the other as fast as you can. Parenting will go up each time. I find it the fastest way to do it. It can be done without pausing it, but I find it easier to pause it so they don't get away or get blocked by others walking past.
