My villagers accidentally started building the nursery school at a spot where I don't want it to be. It's about 30% built. If I keep the builders off it and keep whittling away at it with the earthquake power, will it eventually revert to the stage where I can remove it, or it is permanently stuck where it is and the earthquake can only move it down to 0%?

No, you won't be able to move it, unfortunately. Or at least I was never able to move buildings, no matter how many times I hit them with Earthquake. They'd get down to 0%, but would not become movable again.
