However, you say that you have converted all the heathens bar the chief; does that include the heathen master builder? Do you remember having an event that might have converted him?

No I still have the heathen chief only. I have no other heathens so I cannot do the build off. Is there a way to do this? Or do I have to start it all over?
I only ever saw the heathen master builder when I started the game.just once. so I do not know when he was converted, I only know they are gone but for the chief and I have the large bottom part of the necklace to get.

It looks like you won't be able to finish the game. If your heathen master builder has been converted somehow without the build-off you won't be able to convert the chief either, as that depends on the builder's conversion by the "proper" way.

I had the same glitch, so I contacted customer support. Here is what they said to me:
