1) Completely remove the debris on the beach, which is required before your villagers will be able to go into the ocean. Drag a villager to the debris field and they will begin cleaning up the beach.

2) Purchase Level 3 of Farming technology, which gives your villagers the knowledge required to fish in the ocean.
