Why won't my kids play on the lawn

You can't make the kids play on the lawn, it's a random action.

I sometimes just keep repeated putting a kid in the area just above the birdbath, which is where they "play in the lawn". On rare occasions they actually get the option of playing in the lawn among many others. Just be persistent.
