Grab a Master Builder and move him/her over the area looking for that message at the foot of your screen. When you see it, drop the builder and they should start to build a scaffold for the work. If nothing happens, try again on a slightly different spot until they start work. HINT:
Try towards the top of the path up to the balcony.
