The tech level for this puzzle is mis-stated in the Official Game Guide.
You only need

Construction level 2
, just as you only need

Science level 2 for the cloth to mend the nets.
So, fortunately, this food collection strategy turns out NOT to be a late-game project, as the Official Guide wrongly suggests.

I solved this with just science 2. Not even construction 2. I checked the guide after because I had been surprised when my villagers weren't told they didn't have enough know-how to do it. (They still can't uncover the pit; but we're up and fishing already).
