I have seeds for Fragrant Gladiatus, Bluestar Gladiatus, Rosaceae Orchid, Rosaceae Gladiatus, Fourpetal Ananas, and Venomous Fanleaf. They all die with my tier 2 soil and water. If I'm reading the charts right, Bluestar, Fourpetal, Fragrant, Rosaceae, and Venomous plants are all tier 1 and tier 2. What am I doing wrong?

While the flowers you mention are all Tier 1 and Tier 2, you have to also consider the foliage. Gladiatus, Orchid, Ananas and Fanleaf are all Tier 3 foliage and require better soil.

Hm. I guess I didn't read the guides right. The guides I found said that the tier is dependent on the flowers, and that tier 3 plants were bred from tier 2 seeds, while I got these from tier 1 seeds. Guess I should find a better guide. Thanks for the help!
