I was playing with my family, making them pick up some socks, when I dropped the hubby into the toilet by accident. He shoke his head, said "Uh-uh.", and the bar above the bar with the actions and stuff said "He isn't feeling up to this.". Is this normal?

Yes, it is normal. Because that is an action they do on their own, it's not an action you can 'force' them to do. The 'not feeling up to this' was simply the game's way of telling you that you cannot make them perform the action in question.
