Yes, I use that trick to train the villagers to elders, too (although I play the PC version). When the population is at max I'm forever sayimg "I know, I know!" to the screen when the message appears. I need to start the villagers off in their parenting career, and it sometimes takes a few tries before the villager moves up to trainee parent and can be left alone to get on with it.
