My chief won't teach. i have tried ever since she was 18. She is now 21 and still won't teach. well let me correct that she teach but no one learn from it

When the chief is dropped on a kid, all the kids will gather in the amphitheatre. Is that happening? Remember that you need L2 for that to happen. After the kids start leaving their skill bars will have increased a small amount in one area. You must wait until they have finished; if you interrupt them they will gain no benefit.
