Ok, I went and red all of that stuff (several posts0 and it still does not answer my question.

Ever thing I read just said use the mutation liquid, but it doesn't say when to use it. It just gives examples of plants to use it on and what plants you get.

It still doesn't tell me if I use it on newly planted seeds, newly sprouted plants or full grown plants.
