I am playing VV2, and have just started building the dam. Does this become the farm? (The small area at the end of that little pond/lake thing) Anyhow, I hear that with the farm, birds become an issue. What should I build now that I am getting the dam up (like, what skill)?

Yes it becomes a farm and once it's done you could plant crops and harvest them and water it. Once you're done with that, you're suppose to build a SCARECROW so birds won't eat your crops. Hope I helped =]
