Since it's a desktop, it shouldn't cost $400 to fix a problem with the video adapter. I don't know if you know anyone who can help you with this in person, but you can replace a video card and driver for a lot less than that. A one-year-old computer shouldn't be in such bad condition that it needs to be replaced.
