There hasn't been a change to career progress from .04 to .05. I was saying that career progress (promotion) takes much longer as the person reaches higher career levels. At level 1, career progress is very rapid, and significant progress is made with each successful work cycle. The amount of progress diminishes as career level goes up (a lot like trying to make master in VV).
