The file you have is the latest (and only) version of Fish Tycoon for Pocket PC. The Palm and Pocket PC versions of Fish Tycoon are not the same as the Windows, Mac, and iPhone versions.

You can determine what version of Fish Tycoon for Pocket PC by tapping the small circle with an "i" in the lower right corner of the menu screen (press Options on the main Fish Tycoon screen).
