Well, you have the maximum of population so that means that you have all the huts built! If the villagers are worried about housing it's because you have the max of population!! and also, maybe because they don't know what to do. So you may put them on a task!
To get the GC in this situation, the only thing to do is to let the population going down (un-check all the villagers who are "Parent")
