I think you'll find that Barbara said that VV3 was announced when it was 60% ready. She didn't say that the new game's name would be announced when it reaches 60%.
Since LDW are releasing the "teaser" screenshots, which is a new departure, there's no reason to suppose they should follow the same procedure as last time. That said, I don't mind if I'm proved wrong and the new game is announced at 60%.
