You may be able to submit it to a moderator to see if they like it, but I think the main reason is that something may get out of hand.

That position is reserved for the administration and moderation of the boards, it is not simply a tag that signifies a person is allowed to make polls. They are positions of responsibility, meaning that hard work comes with them. Trust me, as a person who's moderated forums before, moderation is not a leisure activity.
