That scaffolding is there at the start of the game, so you should have it (unless it's already become a completed hut). Please check your puzzle screen and tell me which puzzles you have completed. That might help figure this out.

The only other thing that limits the village population to 7 villagers is playing unregistered, but you wouldn't have been able to purchase the tech levels that have if your game wasn't registered.
