I had been fishing and then got the event where the beach needed to be cleared again. I got one of the villagers to start cleaning the beach so I could resume fishing. I was looking around the screen and I saw some of the people fishing, but the beach was not cleared. If I drug someone into the water to fish, I got the message that there was too much debris in the water to fish. But yet they were able to fish on their own.

Just thought I would report this since it conflicts with what is supposed to happen (or so I thought!).

Yep! That's a minor bug that wasn't fixed before release. At least it's a beneficial bug, and much better than disappearing villagers!
