If you're just starting a new game, you won't be able to go beyond a population of 7 villagers until you have finished the first hut (the one that's partially complete when you start out). If they are running away from each other, make sure you look for a message in the player communication area that will explain why.

The crops will regrow on a fixed schedule that is based on game speed.
