I've dropped builders on the pathway and get the message that this is a good place to anchor the statue. Then they go off and do something else. How do I get them to stop and build the scaffold?

I believe you drag the chief or builder over and they anchor the statue

I kept hauling adept/master builders of the spot and finally someone started putting together the scaffolding. They sure can be slow.
