I've been making a guy in my village a builder but he never worked! So now i'm trying to get him to become a master parent. The bar went up ONCE and hasn't budged since.. What am i doing wrong?

I actually didn't realize that it didn't work in VV2. I've spent much less time with that game than I have with 3. My mistake.
