I have gotten level 3 leadership and restoration and do not have a Master builder to do what he/she needs to do and was wondering how I am to gain more building experiance?

You can....
Let your villager excercise
Let them work on a hut
Let them build a hut
And any other ideas.

There are quite a few discussions here about that situation, including this one.

Letting them exercise will gain building skill? ANd I must not be far enough along for them to run circles around the island 'cause their not doing that... Fill me in on this, please and thank you

There are potions that give them energy, and I believe one of those causes them to exercise. This gains them building skill, for some reason.

Yes, in VV2 as in VV3, when a villager makes exercises he may get some building skills. At the end of the exercise, he stops and sit down to have a rest. Then he gains skills or say "no", they don't!
So, you may make a stew or a potion that makes them "exercise"!

The best answer of all is to conserve your building projects. I now never clear the bush until all the other puzzles have been solved. The bush can be used to train builders quickly throughout the game.

[SPOILER] Drop a villager on the bush; whenever he or she picks up an armful of leaves building skill will be gained. However, if you interrupt the villager before the leaves are delivered, and drop him/her back on the bush, no progress is made in clearing the leaves, so builders won't return to the job and complete it while you're not looking.
