I just turned on my game and made my chief give a lecture and she took out a baby while she was lecturing, but she's not nursing so why did she have one in her hands?

Here's the pic that I took of her lecture.

The chief lectures on just about all aspects of village life. The children will occasionally get parenting skill from the lectures.

Too often in my opinion! I try not to let boys (or rather men) get parenting skills as they are too likely to run around getting as many women as possible in the family way; until I've completed all the huts I'll usually have only one female villager at a time as a parent so the tribe grows steadily but not too fast.
