There are two possible skills that can get fish from the pool in VV2, but that is a spoiler, and you should tag the topic as such when you include spoilers in a post.

"After making a stew"!?! this stew for diving (when they don't need breathing) is not to find a fish!
To find the eating-algae fish, you don't need a stew! But you need a Master Farmer or/and a Master Scientist. (Several fishes are needed)
