What is the benefit of the chief educating the children?

The children who are learning from the chief will gain a little skill in any area. I've noticed that they have to be "attending lecture" to gain skill.

Well, it does help the children earn skills, but it is also a step up to getting level 3 leadership, which I must say is quite helpful.
