Hi there. I've been wondering how does the Chief point out rare items for children to collect? I have all 3 levels of leadership.

Yes. Put the Chief by the door at the top of the path. S/he will spin around and then a rainbow will appear over head. Do NOT pause or you will disrupt the rare collectible from appearing and it will not appear.
