No, the regular lecture when the Chief lectures everyone does not do anything except entertain and gather all villagers in the amphitheater.

Which can be quite useful. If you need a bigger population, get the chief to gather everyone, then group all the available ladies and men in one spot. Pause the game so they don't walk off, then increase the population

I also like it how the chief can make potions as a child. MIne didn't though, as he disliked potions! What a coincidence!
