for ex. I have an esteemed Elder building a hut, will he help it get done faster?

Yes, if he or she has mastered building. An Esteemed Elder is a Master of three skills, thus he or she will work better/faster at those three skills than a Trainee or an Adept villager.

okie dokie, thank you.

the reason im wondering is because i've put a master scientist on research before and it said "this villager has already mastered this skill" and im like, well no duh, thats why im putting him on his mastered skill!!! so i wasn't sure, but thanks for clearing it up for me!!

I generally take masters OFF their mastered skill, to cross-train them in multiple masteries, unless I'm in a pinch. But yes, a master of a skill does do better than other villagers, though being an elder grants no benefits beyond mastery.
