It says the chief can create food once every 24 hours. How can I tell when 24 hours has gone by? I've been playing for a good 3 hours and every time I drop him on the bin, he refuses to create food!

You just have to keep track of when the chief last made magic food. Many people find it convenient to do it at the same time every day, for example every day at noon, have the chief perform all of the special abilities that are available. \:\)

It's not 24 hours of "village" time, it's 24 hours of real-life time.

That is what I do. Same time everyday! (I have no life hahahaha)
It does make it easier especially at the beginning of the game when there isn't much food.
