I have done all the puzzles, have a population of 90. Seem to have built all the huts, last one was the clothes hut, but can't get more population.

How do I get higher population? I have bought everything possible on the game!

Which Faction do you have?

Sounds like you're at your limit.

You could have highter population if you find all the collectibles.

Events can over ride population limits, I think there may be one that actually ups your population limits by five. Not 100% sure.

Island Events do not affect population limits. For example, if the event occurs announcing the arrival of a barrel containing children, and you're within a villager or two of a population limit, the number of kids you get will be reduced to keep from exceeding the limit.

Some events can exceed the limit; for example, the Crystal Reflection's evil twin has given me my 91st villager once, with no completed collections. However, no more babies were born, of course, until my population dropped back to 89. I did not know that detail about the Barrel-o-babies event, though.
