My wise old chief died after more than 50 years of leading my tribe. I've tried all of my villagers twice - even the children - and the robe doesn't fit any of them. How do I get a new chief?

Try, try & try again. That's the only advice that anyone can give. Eventually U will have your chief. I'm not sure but I think that you need to wait until your children reach 14.

Are there any nursing mothers? If there are, the nursing mother or her baby would be your new chief.

Children can be chief; I have a 7-year old chief, once, alternating between chiefly duties and playing in the dirt.

Nursing mothers is probably it. Either the mother or the child is probably chief. To make sure you don't miss anybody, it's easiest to pause the game, then drag everybody on top of the robe at once, and unpause it. Another, more meticulous method, is to use the detail screen to try each villager one by one.

The game usually decides on a new chief when the old one dies - but if the new chief is a nursing mom, she (or her baby) won't be able to try on the robes until the baby is 2. Any other villager, including very young children, can try on the robes and possibly become chief.

Make sure you try with every villager, too - it's easy to forget the ones hiding in the ocean or answering nature's call. The easiest way is to pause the game and then drop everyone on the pedestal, I think.

Advice that Arthur gave in another post was to quit and restart the game app - occasionally the game doesn't choose the new chief immediately, but you can force it to do so by restarting (not your tribe, just the application ).
