I am at level 2 of everything including my faction. But everytime I go to make the potion for the sharks I blow up!! I know I have the right potion. What am I doing wrong?

Potions blowing up is random, although the higher the level of alchemy tech, the less likely the explosion. It sounds like you were just unlucky at first.
