I know about the chief being able to educate once per day but the kids are starting with not much skills. Even though both parents are esteemed elders, is this normal?

Well, kids inherit "some" skill from their parents, but they might inherit more with certain techs. I'm not sure which ones. But kids sometimes get enough skill to start work on their own. Sometimes they don't.

(Parents being elders doesn't matter)
