I have level 2 leadership and when I drop my Chief on a child nothing happens. Am I doing something wrong?

If your chief is under the age of 18, you'll have to wait until he or she reaches adulthood before that will work.

Barbara's right. if they're under age 18, they're still considered a child.

FYI, the chief will only educate (lecture) once every 24 hrs. Same thing with creating food and spotting collectables.
