I finished the bath. Whenever I try to make new plans, it says additional research may be necessary.

i had to have level 3 restoration before my master builder would draw new plans.

Is there a third set of plans?

The master builder will only draw 2 sets of plans. He will draw a set for the bath when you get L2 of restoration, and a set for moving the statue when you get L3.
