Got the chief...got five other villagers "dancing poorly" and it still just says that the chief is "Doing a rain dance". Does the fire have to be out?

i saw the white sparkles, but nothing happened. am i doing something wrong? i have level two leadership, and 10 adults including the chief. when i have my chief dance, though, it says that she is just doing a weather dance, not leading it. ???
