frustrated, i looked up what puzzle 12 was. now i know, but my population is at 65 and i have no more houses to build. how can i increase someone to a master builder now?

The only possibility is to use the Island Event where a storm washes debris onto the beach. I know of several people who have been able to use multiple occurrences of that event to train another master builder and complete puzzle 12.
