So, I've been reading many of the threads today, while I was painfully waiting to get 90k tech points...

I decided to play with the stews and made the one that gives a burst of energy. I could be wrong, but it looks like if I make my nursing mothers eat it, they run around (with babies in tow), even swim in the ocean, and gain + to building? lol ... ok, that's a new one.

Is this working as intended? Are they supposed to be able to do that? (not the + to building, but the fact that nursing mothers actually DO have a way to level up a little bit while busy with those infants)

No! This stew is the only manner to level up the mothers who are nursing! It's one of the requests for the next VV!
With another stew, you could make the nursing mother dancing!!
