When you're playing on the easy level isn't it true that their health bar suppose to be full

No! The differences between easy, normal or hard mode is for the food, mainly! So of course the most it's easy for the food the best it is for the health but you have to take care of their health in the same manner than in other difficulties!

You mean when you start a new tribe? No the health bar is never full at the beginning
