I have solved puzzles 1-9 my villagers have stop breeding to lack of housing. I have dragged my builders around the village but they just don't build. I completed all Tech Levels to 3. What should I do?????

Your villagers can build only 3 huts, so once you encounter a housing shortage after those huts are finished, you have reached the maximum village population. The last 3 puzzles are different from the first 9, since dragging villagers around the island won't give you any clues.

Well the thing is I only have 2 huts is there still hope?

Yes, your villagers still have another hut to build. Find at least one villager who has some skill in construction and make that his or her preferred skill. Your builder(s) should start work on the new hut on their own.
