The whale incident is one of the Island Events. Since Island Events occur pretty much randomly and there are so many of them, you will never see all of them in a typical game.

Buttoneer, I think Theo's point was that getting the "free" tech upgrade was equivalent to getting a tech point bonus, since you don't have to spend all of those points on the next level of Spirituality. That can be significant, depending upon when the event happens.
