Even in VV2 there are many villagers who do not have likes or dislikes. I guess it is just the luck of the straw. I guess when some villagers are born, The Guiding Hand bestow (gives) some of them like and dislikes and then there are some who just get to go through life happy doing whatever they are told to do.
